    A Service Component-based Accounting and Charging Architecture to Support Interim Mechanisms across Multiple Domains

    Today, telematics services are often compositions of different chargeable service components offered by different service providers. To enhance component-based accounting and charging, the service composition information is used to match with the corresponding charging structure of a service session. This enables the sharing of revenues among the service providers, and calculation of the total cost for the end-user. When multiple independent service providers are involved, it is a great challenge to apply interim accounting and charging during a service session in order to minimize financial risks between business partners. Another interesting development is the trend towards outsourcing accounting and charging processes to specialized business partners. This requires a decoupling between provisioning and accounting and charging processes. In this paper, we propose a comprehensive component-based accounting and charging architecture to support service session provisioning across multiple domains. The architecture, modeled in UML, incorporates an interim accounting and charging mechanism to enable the processing and exchange of accounting information needed to update intermediate charges for separate service components and the user's credit, even during the service provisioning phase

    We introduce consumption externalities into a general equilibrium model with arbitrary consumption sets. To treat the problem of existence of equilibrium, a condition of no unbounded arbitrage, extending the condition of Page (1987) and Page and Wooders (1993, 1996) is defined.     Absence of Dobrushin states for 2d2d long-range Ising models

    We consider the two-dimensional Ising model with long-range pair interactions of the form JxyxyαJ_{xy}\sim|x-y|^{-\alpha} with α>2\alpha>2, mostly when Jxy0J_{xy} \geq 0. We show that Dobrushin states (i.e. extremal non-translation-invariant Gibbs states selected by mixed ±\pm-boundary conditions) do not exist. We discuss possible extensions of this result in the direction of the Aizenman-Higuchi theorem, or concerning fluctuations of interfaces.     Pareto-optimal pilot design for cellular massive MIMO systems

    We introduce a non-orthogonal pilot design scheme that simultaneously minimizes two contradicting targets of channel estimation errors of all base stations (BSs) and the total pilot power consumptions of all users in a multi-cell massive MIMO system, subject to the transmit power constraints of the users in the network. We formulate a multi-objective optimization problem (MOP) with two objective functions capturing the contradicting targets and find the Pareto optimal solutions for the pilot signals. Using weighted-sum-scalarization technique, we first convert the MOP to an equivalent single-objective optimization problem (SOP), which is not convex. Assuming that each BS is provided with the most recent knowledge of the pilot signals of the other BSs, we then decompose the SOP into a set of distributed non-convex optimization problems to be solved at individual BSs. Finally, we introduce an alternating optimization approach to cast each one of the resulting distributed optimization problems into a convex linear matrix inequality (LMI) form. We provide a mathematical proof for the convergence of the proposed alternating approach and a complexity analysis for the LMI optimization problem. Simulation results confirm that the proposed approach significantly reduces pilot power, whilst maintaining the same level of channel estimation error as in [1]

    Development and selection of operational management strategies to achieve policy objectives

    Since the reform of the EU Common Fisheries Policy in 2002, effort has been devoted to addressing the governance, scientific, social and economic issues required to introduce an ecosystem approach to fisheries management (EAFM) in Europe. Fisheries management needs to support the three pillars of sustainability (ecological, social and economic) and Fisheries Ecosystem Plans (FEPs) have been developed as a tool to assist managers considering the ecological, social and economic implications of their decision. Building upon previous studies (e.g. the FP5-funded European Fisheries Ecosystem Plan project), the core concept of the Making the European Fisheries Ecosystem Plan Operational (MEFEPO) project is to deliver operational frameworks (FEPs) for three regional seas. The project focus is on how best to make current institutional frameworks responsive to an EAFM at regional and pan-European levels in accordance with the principles of good governance. The regional seas selected for the project are the North Sea (NS), North Western Waters (NWW) and South Western Waters (SWW) RAC regions. The aim of this work package (WP5) was to develop operational objectives to achieve the ecological objectives identified for the 3 regional seas in WP2. This report describes the development and implementation of a transparent and formal process that should lead to identification of the “best” operational management strategies for an EAFM, based on sound scientific information and stakeholder involvement (e.g. regional industry groups, citizen groups, managers and other interest groups)

    HORACE: software for the analysis of data from single crystal spectroscopy experiments at time-of-flight neutron instruments

    The HORACE suite of programs has been developed to work with large multiple-measurement data sets collected from time-of-flight neutron spectrometers equipped with arrays of position-sensitive detectors. The software allows exploratory studies of the four dimensions of reciprocal space and excitation energy to be undertaken, enabling multi-dimensional subsets to be visualized, algebraically manipulated, and models for the scattering to simulated or fitted to the data. The software is designed to be an extensible framework, thus allowing user-customized operations to be performed on the data. Examples of the use of its features are given for measurements exploring the spin waves of the simple antiferromagnet RbMnF3_{3} and ferromagnetic iron, and the phonons in URu2_{2}Si2_{2}.Comment: 14 pages, 6 figure

    The VIRMOS deep imaging survey: I. overview and survey strategy

    This paper presents the CFH12K-VIRMOS survey: a deep B, V, R and I imaging survey in four fields totalling more than 17 deg^2, conducted with the 30x40 arcmin^2 field CFH-12K camera. The survey is intended to be a multi-purpose survey used for a variety of science goals, including surveys of very high redshift galaxies and weak lensing studies. Four high galactic latitude fields, each 2x2 deg^2, have been selected along the celestial equator: 0226-04, 1003+01, 1400+05, and 2217+00. The 16 deg^2 of the "wide" survey are covered with exposure times of 2h, 1.5h, 1h, 1h, while the 1.3x1 deg^2 area of the "deep" survey at the center of the 0226-04 field is covered with exposure times of 7h, 4.5h, 3h, 3h, in B,V,R and I respectively. The data is pipeline processed at the Terapix facility at the Institut d'Astrophysique de Paris to produce large mosaic images. The catalogs produced contain the positions, shape, total and aperture magnitudes for the 2.175 million objects. The depth measured (3sigma in a 3 arc-second aperture) is I_{AB}=24.8 in the ``Wide'' areas, and I_{AB}=25.3 in the deep area. Careful quality control has been applied on the data as described in joint papers. These catalogs are used to select targets for the VIRMOS-VLT Deep Survey, a large spectroscopic survey of the distant universe (Le F\`evre et al., 2003). First results from the CFH12K-VIRMOS survey have been published on weak lensing (e.g. van Waerbeke & Mellier 2003). Catalogs and images are available through the VIRMOS database environment under Oracle ({\tt http://www.oamp.fr/virmos}).
